Summary Information

As Florida’s roads grow increasingly congested, improving safety and efficiency at signalized intersections has become a key transportation goal. This study aimed to comprehensively identify and document best practices for signalized intersection investments, with an emphasis on new technologies that use smart and adaptive systems. The study focused on one of Florida’s busiest corridors to guide future deployment of smarter, more responsive intersection systems and reviewed how adaptive and connected signal technologies could help improve performance and safety.

The main lessons learned from this review study were as follows.

  • Digitize the existing infrastructure. Prioritize digitizing Florida’s current signalized intersections using a consistent, statewide framework to ensure uniform and reliable data collection.
  • Foster collaboration and workforce development. Encourage inter-agency coordination, expand public-private partnerships, and invest in workforce development to optimize resources and accelerate technology adoption. This may include funding pilot programs that deploy scalable, innovative technologies across the state.
  • Establish uniform statewide protocols. Develop and support standardized statewide procedures for deploying, maintaining, and upgrading signalized intersections. Ensure component interoperability, cybersecurity, and consistency in performance and data generation statewide.
  • Advance open-data practices for intersection management. Promote open-data policies that allow non-proprietary datasets to be shared easily, enabling innovation and supporting the rapid development of artificial intelligence-based traffic management tools.
  • Invest in future-ready, scalable designs. Select modular, connectivity-ready, and interoperable components for all new or upgraded signalized intersections to ensure compatibility with emerging technologies.
  • Implement performance-based investment strategies. Guide intersection funding decisions using standardized, statewide performance targets.
